USACA General Meeting 7/22/01-- What about the Procedures?

(The following letter was addressed to the USACA by John Wainwright, President of the US Northwest Cricket League based in Washington, Oregon and Idaho. No official replies were received to the letter from the USACA, and at Mr. Wainwright's request, his letter is being printed as an Open Letter for all US cricket club and league officers. Gentlemen:

As you may recall, some time ago I questioned the ability of the U.S.A.C.A. to communicate with its members. This situation seems to have arisen again.

According to the USACA Web site, there is to be an Annual General Meeting of the USACA on July 21, followed by the election of executives on July 22, 2001.

Article 10.1 of the USACA Constitution clearly states that "written notice of the AGM shall be given to the members AT LEAST 21 days prior to the meeting", and that "the notice of the meeting shall be accompanied by the agenda of the meeting, annual financial reports, minutes of the previous AGM, and all other relevant reports".

However, as of July 17, 2001, no such written notice of an Annual General Meeting has been received by the President or Secretary of the Northwest Cricket League(NWCL), nor by officers of any of the NWCL member clubs. Needless to say, neither the minutes of the previous AGM, nor any annual financial reports, nor an agenda for the proposed AGM have been received by any of the referenced parties in the NWCL. And [today] is only four days before the meeting is supposed to take place !

In the same Web site, there is a reference to the dues that need to be paid by all member clubs. However, neither the officers of the NWCL nor of its member clubs have ever been directly informed about when our membership fees are due, especially since (especially as far as clubs in our league are concerned) these were last collected towards the end of Year 2000.

If we can receive relevant papers for the voting of USACA Board members through regular mail, it is appropriate that all member clubs receive through the same legal form of communication any information on all meetings that are to be called, and all supporting materials that are required to be sent as per the USACA Constitution.

After reading the public communications between the present secretary and treasurer of the USACA, I wonder whether the USACA is even a legal organization at this point, since no accounts have been audited for seven years. It is not clear to me why the I.C.C. is still communicating with, and treating the U.S.A.C.A as, an official body when these basic requirements for organizational viability have not been met.
